Meet the Effingham Health System Senior Leadership Team.
Norma Jean Morgan, CNHA, FACHCA
Chief Executive Officer
Ms. Morgan has been the CEO of Effingham Health System since 2005. Her experience consists of over 36 years in the hospital and long term care industries. Ms. Morgan is a Fellow of the American College of Health Care Administrators, a licensed Georgia Nursing Home Administrator and a Certified Nursing Home Administrator. Currently, she serves on the Georgia State Board of Nursing Home Administrators, the Georgia Hospital Workman’s Compensation Board and the Georgia Health Care Association Board. Previously, Ms. Morgan has served on the boards of numerous professional and civic organizations. She attended Georgia Southern College.
Chief Financial Officer
Peyton A. Smith, MBA, FHFMA (Andy), joined the executive team of Effingham Health System in February of 2013. With his vast healthcare finance experience, he is helping to lead the way for EHS to successfully transition and evolve in the new era of healthcare reform, while working to continually improve efficiencies in operations, and effectively manage the organization’s growth and financial performance. Mr. Smith came to Effingham County after serving as Chief Executive Officer for over four years at a rural Georgia hospital, as well as over seven years as the Corporate Chief Financial Officer for a multi-hospital operations company. There, his duties encompassed managing four hospital CFOs and providing support for their facilities located in Alabama, Georgia, and Texas. Also, Mr. Smith worked for ten years with the Hospital Corporation of America starting in Macon, Georgia and promoted through hospitals in Tennessee, and Kentucky. His last role with HCA was CFO of their Emory/HCA Parkway Medical Center in the Atlanta area. He holds a Masters of Business Administration and a BBA in accounting from Georgia College and State University. He has also obtained the highest standing of a Fellowship with the Healthcare Financial Management Association.
Victoria Little, PHR
Director of Human Resources and Executive Director of Support Services
Ms. Little has been the Director of Human Resources at Effingham Health System since 1994. She has over 30 years of administrative and supervisory experience in the healthcare field. Ms. Little is certified as a Professional in Human Resources.
Marie "Mimi" Livingstone, RN, JD
Chief Nursing Officer
Ms. Livingstone has been serving as the organization’s staff legal advisor since the start of the expansion project while also continuing as the Executive Director of Clinical Outcomes at Effingham Health System. Ms. Livingstone received her Law degree from the University of Georgia, and is a licensed Registered Nurse in Georgia and Alabama. She has a Bachelor of Science in Nursing and she obtained her Physician Assistant Certification from the University of North Dakota, School of Medicine.
Chief Operating Officer
Ms. Mims joined Effingham Health System in April of 2011. Prior to joining Effingham Health System, Mrs. Mims was an active Respiratory Care Professional with many years of clinical experience. She has held several administrative positions in healthcare including Director of Occupational Medical Services, Vice President of CareOne and Managed Care, Senior Vice President of Hospital Operations and Vice President of Ancillary Services with Memorial Health in Savannah.
Mary M. Pizzino
Chief Information Officer (CIO)
Ms. Pizzino has been with Effingham Health System for five years and working in the field of information management for 12 years. She has a Bachelor of Science degree in Health Information Management and prior to coming to Effingham Health System, she worked in the long term care industry. She was integral in implementing the Electronic Medical Records program for the Effingham Health System physician’s office.
